Kowloon West, Hong Kong 1992 and the Police are facing a heavily armed criminal fraternity on the streets of Yau Tsim and Mongkok. Newly recruited British Inspectors continue to be posted to the most active areas of the Territory by a senior management previously scarred by the rampant corruption of the 1970s.
